A new guidebook, A Municipal Guide to RSA 79-E Community Tax Relief Incentive, aims to help New Hampshire communities address housing challenges by utilizing the RSA 79-E program to promote housing development and revitalization efforts across the state. 

With New Hampshire facing an urgent need for more affordable and diverse housing, RSA 79-E offers a crucial incentive for cities and towns to support rehabilitation projects that preserve historically significant buildings and strengthen community development. 

Developed by Barrett Planning Group LLC for New Hampshire Housing, the guidebook provides detailed insights into RSA 79-E, including new amendments that introduce Housing Opportunity Zones and Residential Property Revitalization Zones. These tools offer municipalities greater flexibility in addressing housing and development challenges.
